No person shall stop, stand or park a vehicle either in a street, on public grounds or in a public parking lot, except when necessary to avoid conflict with other traffic or in compliance with law or at the direction of a police officer or traffic control device, where proper signs have been placed at intervals adequate to inform the motorist prohibiting the stopping, standing or parking of vehicles.
