If the alleged violator does not pay a citation affixed to such motor vehicle within a period of ten days, a letter shall be sent to the registered owner of such vehicle setting forth the time of the alleged violation, listing the presumptions provided for in § 8-5-1-39, and informing him of the violations and warning him that a complaint shall be delivered to the Metropolitan Court against the registered owner of such vehicle, if there is no payment of the parking fine within 30 days of the date on which the violation occurred.
