No person shall open the door of, or enter or emerge from, any motor vehicle on the side available to moving traffic unless and until it is clear of any approaching vehicle or bicycle and it is reasonably safe to do so, nor shall any person leave a door open on the side of the vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers.

No person shall park or permit a vehicle to stand unattended without first stopping the engine, locking the ignition, removing the key, and effectively setting the brake or placing the transmission in parking position; and when parked or standing upon any grade, turning the front wheels in such a manner that the vehicle will be held by the curb or will leave the roadway if the brake fails or the transmission slips from parking position.

No motor vehicle transporting or containing explosives, flammable solids or liquids, strong acids or corrosive liquids, oxidizers, combustible materials, blasting caps or detonators shall be left unattended upon any street. Any vehicle either designed to transport such materials or liquids or marked "Explosives," "Dangerous" or "Compressed Gas" shall be presumed to be loaded with such materials or liquids. Any authorized emergency vehicle being used in an official capacity may stand or park irrespective of the provisions of this title, provided a lighted lamp displaying a red light visible under normal atmospheric conditions from a distance of 500 feet from the vehicle in all directions is displayed during such standing or parking, and further, that such standing or parking shall not be for a period of longer than necessary.
