No vehicle shall be parked in any alley or left so parked temporarily, except for such period of time as is reasonably necessary, for the purpose of loading or unloading said vehicle. In the event commercial vehicles are required to be parked in alleys for the purpose of making utility installation, maintenance or repairs, said vehicles shall be so parked as not to block the passage of other vehicles and shall not be so parked in alleys unless written consent to do so is first obtained from the Mayor or his designated representative.
