No motor vehicle transporting or containing explosives, flammable solids or liquids, strong acids or corrosive liquids, oxidizers, combustible materials, blasting caps or detonators shall be left unattended upon any street. Any vehicle either designed to transport such materials or liquids or marked "Explosives," "Dangerous" or "Compressed Gas" shall be presumed to be loaded with such materials or liquids.
