921.01 AUTHORITY AND EFFECT.
   These Rules and Regulations set forth uniform requirements for the efficient operation and maintenance of the City's Water Department in conformance with the requirements of applicable City ordinances and State and Federal laws.
   (a)   Authority for Ohio cities to develop, implement and enforce rules and regulations for a publicly owned utility is provided for by Ohio R.C. 729.49 et seq. and Ohio Administrative Code Section 3745.
   (b)   Authority for Ohio cities to develop, implement and enforce rules and regulations for the water department is provided for by Public Laws 93-523, 3745-81 through 3745-99.
   (c)   The Environmental Protection Agency, United States and Ohio, require the efficient operation and maintenance of a publicly owned utility as described in the parameters and limitations of the Safe Drinking Water Act of 1974, The Federal Water Pollution Control Act of 1972 (PL 92-500), The Stand-Alone Amendments of 1987 (PL 100-4) and any other amendments to the above.
The stated requirements envision the development, implementation and enforcement of rules and regulations for the specified utility.
   (d)   In full recognition of the foregoing, these Rules and Regulations for the operation and maintenance of the City's Water Department are herein provided and shall have the same force as ordinances unless indicated otherwise.
