921.20 FIRE HYDRANT LEADS.
   The lead, watch valve and fire hydrant connected to public water mains shall be considered part of the water distribution system. When new mains are laid, the necessary leads, watch valves and fire hydrants shall be installed concurrently with the mains and paid for in the same manner.
   (a)   In new subdivisions or on private fire protection systems, the fire hydrants shall be furnished by the developer or the owner.
   (b)   No water shall be taken from any fire hydrant without a permit, except for fire fighting purposes or municipal purposes.
   (c)   All fire hydrants shall have watch valves and shall not be installed on water lines smaller than six inches.
   (d)   All installations, repairs, replacements or removals of fire hydrant leads shall be subject to Water Department inspection.
   (e)   Fire hydrants connected to the City's water distribution system shall meet the City's specifications.

921.21 FIRE SERVICE BRANCHES.
   A fire service branch from the main shall not be used for other than fire fighting purposes. It shall be the responsibility of the owners of the property served, or their agents, to obtain permission from the Water Department in advance for using water from a fire protection service for any purposes, including fire drills and pressure testing of a protection system.
   The Department may order a fire service branch metered and converted to a domestic account to be billed at the monthly rates for general customers for any of the following reasons:
   (a)   Use of water for other than fire fighting purposes: flushing of debris, cleaning up or flushing of spillage, watering of dumps and other dry areas, shall not be considered as fire fighting purposes;
   (b)   Failure to repair leaks on the fire service branch or fire protection system;
   (c)   Use of water to control or extinguish self-made fires;
   (d)   Unauthorized breaking of a seal or seals on outlets of a fire protection system; or
   (e)   Registration on a detector check meter indicating unauthorized use of water.
      (1)   All fire protection systems shall have a detector check assembly unless the fire branch is fully metered. The detector check assembly shall meet the City's specifications.
      (2)   Applications for fire protection service branches shall be accompanied by applications for all meters required. Three sets of prints showing property lines, layout of fire line, fire hydrants, hose connections, and buildings shall accompany applications.
      (3)   No application for fire protections service branch shall be accepted where the size of the fire service branch exceeds the size of the main serving the branch.
      (4)   When an additional fire branch is installed to supplement an existing system and the two are interconnected, the entire system becomes an open system and check valves with detector check meter assembly shall be installed on both branches.
      (5)   All piping, valves, meters, detector checks and other hardware used in the fire protection system, up to and including that in the meter or detector check setting, shall meet City specifications.
      (6)   There shall be no charge for water used for fire fighting purposes.
      (7)   All detector check meter settings shall be inspected in the same manner as standard meter settings.
      (8)   Any changes or alterations to piping or equipment on an existing fire service branch shall be approved by the City.

921.22 DAMAGE TO FIRE HYDRANTS.
   If any person or persons damage a fire hydrant intentionally or unintentionally, such person or persons shall pay the total cost of repair or replacement of the damaged hydrant.

921.23 DRILLING WELLS AUTHORIZED; WATER LINES ENTERING DWELLING.
   (a)   Drilling Purposes. No wells shall be drilled or dug in the City where the property to be served by the well can be served with water by the Water Department, except for the following purposes:
      (1)   Floriculture;
      (2)   Horticulture;
      (3)   Agriculture;
      (4)   Industrial; or
      (5)   Heating/cooling.
   (b)   No water lines leading from a well other than the Water Department wells shall enter any building used for human habitation.

921.24 CONSTRUCTION OF PRIVATE WELLS.
   (a)   No person, property owner or agent shall dig, drill or otherwise install a well unless authorization for the installation of the well has first been obtained from the Engineering Department.
   (b)   No person shall resume the use of a well for the purpose of providing water for human consumption or domestic use after the use of the well has been discontinued for any purpose without first obtaining permission as set forth in subsection (a) hereof. Permission shall not be issued to resume use of the well if the property owner can be served by the Water Department.

921.25 DECOMMISSION OF PRIVATE WELLS.
   Decommissioning shall be performed in an approved manner including grouting and sealing to preclude contamination of the aquifer. Approval shall be obtained from the engineer.

921.26 CROSS CONNECTION CONTROL AND BACKFLOW PREVENTION PROGRAM.
   This program is to provide for an effective means for protecting the City's public water system from contamination due to backflow of contaminants through the service connection into the public water system.
