921.09 METER PURCHASE.
   One master meter shall be supplied by the City for each dwelling unit or separate occupancy provided the plumbing for each unit is a completely separate system. The cost of the meter shall be the responsibility of the property owner but the meter shall remain the property of the City.
   (a)   The cost of a water meter shall reflect the true cost of purchase from the City's supplier plus a fee for the pick-up and delivery to the City. The actual dollar amount shall be established by the Finance Director using the aforementioned criteria.
   (b)   All water meters shall be released by the Utility Clerk from the Utility Office at the City Administration Building. All applicable fees, including outstanding utility charges, shall be paid before the meter is released.
