921.16 NEW WATER SERVICE.
   Rules and regulations covering new water service connections shall conform to the particulars of Section 921.04(a) through (k), inclusive.
   (a)   In addition to the particulars of Section 921.04 referenced above, the property owner shall be required to adhere to the Rules and Regulations for the Operation of the Water Department of the City.
   (b)   All costs associated with the tapping of the City's water system shall be borne by the property owner and shall be performed by his agent. The owner shall indemnify the City from loss or damage that may be occasioned directly or indirectly by the tapping of the City's water system.
   (c)   When the water main is located in a street or alley, a street opening permit shall be obtained from the Utility Clerk, the owner (shall/may) be required to supply a maintenance bond to cover such work performed in a street or alley.
   (d)   At no time shall a water service line be laid in the same trench as a sewer service lateral line.

921.17 EXISTING WATER SERVICES.
   All owner initiated requests for water on or water off that are not of an emergency nature shall be complied with by Water Department personnel at no expense to the property owner with specified limits.
   (a)   Specified limits for owner initiated requests for nonemergency water on or water off shall include, but not be limited to, the following: requests shall be honored Monday through Friday, between the hours of 8:00 a.m. and 4:00 p.m. All requests for the above mentioned service shall be subject to the availability of Department personnel and/or the absence of an emergency on the system. Such requests shall be limited in number to four per year after which a fee set by the Finance Director shall be charged.
   (b)   Owners of multi-family dwellings or apartment houses that need to have water turned off to ease the impact of raw sewage backup shall be responsible to inform all tenants of the water off situation and shall indemnify the City from any loss or damage that may directly or indirectly be occasioned by the water off requirement.
   (c)   All property owners are responsible for keeping the curb box which contains the on-off water valve, free of dirt, debris or obstructions at all times. Should the curb box lid be broken or missing the property owner shall inform the Department to effect repair or replacement. The curb box is generally located in the front of the building near the street but overgrowth of the curb box could result in the inability of Department personnel to locate the on-off water valve which could lead to property damage for which the Department shall not assume responsibility.
   (d)   The property owner is required to maintain the inlet and outlet valve on either side of the water meter as part of the internal plumbing system for the express purpose of effecting emergency water shut off. All new installations or rehabilitated installations shall be required to have both inlet and outlet valves on either side of the water meter.

921.18 DEPARTMENT AND OWNER RESPONSIBILITIES.
   The Water Department is responsible for the proper operation and maintenance of the water distribution system. If upon routine inspection, or by any other means of detection, a leak in the public water system is discovered the leak shall be considered an emergency situation and immediate steps shall be taken to correct such leak.
   (a)   The property owner is responsible for the maintenance of his water service connection and water service line, but before any such maintenance is performed the affected party is encouraged to contact the Department for an inspection of the water service that serves that property to determine the presence or absence of a leak in the City system.
   (b)   The Department shall not be responsible for any expense incurred by any property owner for the maintenance of his service connection regardless of existing conditions in the public water system.
   (c)   The Department is not responsible for any damage caused by water. The Department's responsibility stops at the curb.
