921.44 FINAL BILLING.
   When a property owner or his agent issues a request to the Utility Clerk for the disconnection of water service the Utility Clerk shall issue a work order specifying same; Water Department personnel shall read the water meter and disconnect the water service by placing the curb box valve in the off position or by placing the valve on the inlet side of the water meter in the off position. The property owner or his agent shall be present on the premises when the water is disconnected to certify that the water is indeed off.
   (a)   Water service may be disconnected upon the request of the property owner or his agent and all such requests shall be directed to the Utility Clerk at the Utility Office during normal working hours.
   (b)   The property owner shall be responsible for payment of the final utility bill which shall be issued during the regularly scheduled billing period; under special or unusual circumstances the Finance Director may direct the Utility Clerk to issue a "hand bill" in advance of the regularly scheduled billing period. The property owner remains responsible to the Utility Office to supply forwarding addresses or to indicate any changes that might affect the billing procedures.
   (c)   A request for new utility service shall not be honored by the City if the property owner requesting such service is delinquent in the payment of a utility bill, final or otherwise, or is indebted to the Department in any manner.
   (d)   A disconnection of water service fee shall be charged to the property owner requesting a final billing and that fee shall appear on the final bill. The fee shall cover the cost to the Department for the disconnection of service and the fee may be repeated if the property owner fails to appear for such service.
