(a) No person, property owner or agent shall dig, drill or otherwise install a well unless authorization for the installation of the well has first been obtained from the Engineering Department.
(b) No person shall resume the use of a well for the purpose of providing water for human consumption or domestic use after the use of the well has been discontinued for any purpose without first obtaining permission as set forth in subsection (a) hereof. Permission shall not be issued to resume use of the well if the property owner can be served by the Water Department.
