Utility bills shall be paid in full on or before the due date specified on the bill and failure to receive a utility bill does not relieve the system user of the responsibility to pay for utility service charges.
(a) Bills paid after the specified due date and prior to the disconnection of water service shall be subject to a late charge fee to be established by the Finance Director and published from time to time and/or so stated on the face of the utility charge bill.
(b) A utility bill is considered paid when full payment is received at the Utility Office located in the City Administration Building (City Hall) and the City assumes no responsibility for late payment of a utility bill that may be occasioned by delays in the mail delivered to the Utility Office by the U.S. Postal Service.

(c) Any net bill not paid within eighteen days of the billing date shall be charged at the gross figure which is five percent (5%) additional.
