921.20 FIRE HYDRANT LEADS.
   The lead, watch valve and fire hydrant connected to public water mains shall be considered part of the water distribution system. When new mains are laid, the necessary leads, watch valves and fire hydrants shall be installed concurrently with the mains and paid for in the same manner.
   (a)   In new subdivisions or on private fire protection systems, the fire hydrants shall be furnished by the developer or the owner.
   (b)   No water shall be taken from any fire hydrant without a permit, except for fire fighting purposes or municipal purposes.
   (c)   All fire hydrants shall have watch valves and shall not be installed on water lines smaller than six inches.
   (d)   All installations, repairs, replacements or removals of fire hydrant leads shall be subject to Water Department inspection.
   (e)   Fire hydrants connected to the City's water distribution system shall meet the City's specifications.
