   (a)   The salaries and rate of compensation of the City Manager, Clerk of Council, Assistant Clerk of Council, Law Director and Assistant Law Directors shall be adjusted only by a majority vote of Council.
   (b)   The Law Director may appoint a person to and set and advance at his or her discretion, within the above provided range, the rate of compensation for the positions of Legal Administrative Assistants (A), (B) and (C) to whatever extent the Law Director determines, if the employee has exhibited meritorious and extraordinary work achievement.

   (c)    On and after January 1, 2022 for the At-Large Council seat whose term commences on that date, on and after January 2, 2022 for the At-Large Council seat whose term commences on that date, on and after January 3, 2022 for the At-Large Council seat whose term commences on that date, and on and after January 1, 2020 for all Ward Councilpersons, the annual salary for each of the members of Council shall be $15,000.00, to be adjusted in years subsequent pursuant to division (d) of this section. The President of Council shall continue to receive an additional $5,000.00 annually above that office's base compensation.
   (d)    Commencing on January 1, 2023 for the At-Large Council seat whose term commences on January 1, on and after January 2, 2023 for the At-Large Council seat whose term commences on January 2, on and after January 3, 2023 for the At-Large Council seat whose term commences on January 3, and on and after January 1, 2023 for all Ward Councilpersons, and on each succeeding year's January anniversary date for the respective seat, the annual salary for the members of Council shall be adjusted upward from the immediate preceding year's salary by a percentage increase equal to the percentage cost-of-living increase, if any, provided by law pursuant to the Social Security Act for social security benefits for that year. The President of Council's additional $5,000.00 annual compensation shall not be adjusted.

151.14 COLLECTIVE BARGAINING UNIT POSITIONS.
   All collective bargaining agreements govern the employees of each bargaining unit listed below. Copies of all collective bargaining agreements are on file in the offices of the Clerk of Council and the City Manager.

151.15 TEMPORARY AND/OR SEASONAL EMPLOYEES.
   (a)   Temporary and/or seasonal employees are to be paid and serve under such terms and conditions as the City Manager may direct. Temporary and/or seasonal employees are not regular full-time or regular part-time employees of the City.
   (b)    Seasonal Employee - A seasonal employee works a certain regular season and for FLSA purposes is considered exempt from overtime compensation.
   
   (c)   Temporary Employee - A temporary employee is an employee who may work at any time during the year performing a function or providing a service to supplement the full- time and regular part-time workforce at various times throughout the year and for FLSA purposes is considered non-exempt from overtime compensation.

151.17 PAY PERIODS AND PAYROLL DEDUCTIONS.
   (a)   The compensation to be paid any salaried or hourly rated employee of the City, shall be paid on a bi-weekly basis, except where this would be in conflict with other official regulatory provisions.
   (b)   Compensation of employees beginning employment with the City between pay periods, shall be paid on the basis of the hourly rate, that grade in which they are placed, multiplied by the number of hours worked from the employment date to the end of the pay period.
   (c)   Compensation of employees terminating employment with the City between pay periods, shall be paid on the basis of the hourly rate for that grade in which they are placed, multiplied by the number of hours worked from the beginning of the pay period to the termination date.
   (d)   The payroll deductions shall be governed first by the ability of the Finance Director's payroll system to process them, and secondly, upon a determination by the City Manager of the type of payroll deductions which will benefit the largest number of municipal employees.
   (e)   All payroll changes for longevity compensation, educational compensation, etc., shall be effective as of the first day of the biweekly pay period following the date of such payroll change if such date does not coincide with the first day of a bi-weekly pay period.
