139.01 GENERAL PROVISIONS.
   The Law Director shall have the powers, duties and authority provided by the Charter of the City and Section 139.03.

139.02 LAW DEPARTMENT ESTABLISHED.
     (a)   For the purposes of administering the legal affairs of the City, there shall be, as provided by the Charter, a Law Department which shall consist of a Law Director and such assistants as the Law Director shall designate including an Assistant Law Director-Police Prosecutor, Assistant Law Director-Zoning Counsel, Legal Administrative Assistants and Law Clerk. At the discretion of the Law Director any one individual may serve in more than one of the foregoing capacities.

   (b)   The Law Director, upon written approval of the City Manager and the Council President, is authorized to appoint and enter into an Hourly Fee Agreement with temporary assistant law directors for professional services on an as needed basis in matters including but not limited to conflicts of interest and temporary staffing.

139.03 DUTIES OF LAW DIRECTOR.
    (a)   The Law Director shall manage and supervise the Law Department; attend all regular and special Council meetings; prepare legislation, including but not restricted to legislation required preliminary to and necessary for the issuance of bonds and/or notes, special assessment proceedings, and note renewal proceedings, and any other work necessary or incidental to the issuance of bonds and notes; provide legal representation in behalf of, or in defense of, the City before all courts, boards, bureaus, commissions, or similar administrative bodies; counsel and advise the City's officers, boards and commissions; provide legal representation at the regular and special Zoning Board of Appeal's meetings and regular and special meetings of the Planning Commission.
   
   (b)   The Law Director shall maintain office hours at the Mentor City Hall, or such other places as Council shall designate, at least four (4) different days each week and not fewer than a total of 15 hours each week. (1969 Code 31.37)
   (c)   The Law Director, upon written approval of the City Manager, is authorized to adjust and settle any morals claims where the amount to be disbursed pursuant to the claim does not exceed five thousand dollars ($5,000) exclusive of administrative costs, subject to a ten thousand dollar ($10,000) per year maximum in morals claims unless otherwise approved by Council.
