The City Manager or his designated agent shall be responsible for the work of administering and maintaining the classification plan. The City Manager shall consider and approve necessary reviews and preparation of reports recommending appropriate actions to assure that the classification plan is kept current and that any important changes in duties and responsibilities in any existing positions and new positions, are reflected in the plan, before submission to the City Council for final action. The Assistant Clerk of Council shall be appointed and removed by majority vote of the members of Council. The Assistant Clerk of Council shall be the Recording Secretary for and attend all meetings of the Municipal Planning Commission and Board of Building and Zoning Appeals. The Assistant Clerk of Council shall further perform the duties assigned by and work under the general supervision of the Clerk of Council. During the absence or disability of the Clerk of Council, the Assistant Clerk of Council shall serve as Acting Clerk of Council during all such periods of absence or disability. (Ord. 20-O-024. The rates of pay for city employees shall be based on the appropriate pay grade prescribed herein for each position as shown in Section 151.16.

All regular full-time employees shall be paid on the schedule of bi-weekly salaries prescribed herein for their respective position classification, and designated hourly rate positions shall be paid on the schedule of hourly rates prescribed therefore. Salaries of temporary or part-time positions shall be based on hourly rates and/or determined as provided in this chapter. For the purpose of applying the provisions of the salary ordinances, annual salaries shall be deemed to be equivalent to the dollar amount divided by 26 pay periods to produce a bi-weekly rate.

The compensation plan is subject to the availability of funds and is hereby adopted. The compensation plan includes listings of part-time, full-time and non-classified positions and associated pay grades along with the classification as exempt or non-exempt from overtime compensation in accordance with the Fair Labor Standards Act Regulations Title 29 Code of Federal Regulations.
