   135.01 ESTABLISHED; COMPOSITION.
   There is hereby established the Department of Finance consisting of the Director of Finance, and such other officers and employees as Council may from time to time authorize in such Department.
   135.02 DIRECTOR OF FINANCE DUTIES AND POWERS.
   (a)   The Mayor, subject to confirmation by a majority of the members of Council, shall appoint a Director of Finance to serve at the pleasure of the Mayor and Council. The Director of Finance, subject to the direction of the Mayor, shall be the head of the Department of Finance and shall be the fiscal officer of the Municipality. The Director of Finance shall serve the Mayor and the Council as financial advisor in connection with municipal affairs. The Director of Finance shall examine all payrolls, bills, and other claims against the Municipality, and shall issue no warrant and pay out no moneys unless the claim is in proper form, correctly computed, and duly approved, and is due and payable, and an appropriation has been made therefore. The Director of Finance shall keep a detailed record of all receipts from taxes and other sources, as well as a detailed record of all disbursements of municipal moneys and a record of the expenditures from various appropriated funds. The Director of Finance shall attend all meetings of Council unless excused for good cause by the Mayor or Council, and shall perform such other duties consistent with the office as the Mayor or the Council may request.
   (b)   Without limitation of the foregoing, the Director of Finance shall have the powers and authority and shall perform the duties prescribed for or imposed upon:
       (1)   Auditors of cities by the laws of Ohio; and
      (2)   The Director of Finance in connection with the financial affairs of the City by the Charter or by ordinance of Council.
   (c)   In the event that the office of Director of Finance is vacant, the Mayor, with confirmation by a majority of the members of Council, may appoint an Interim Director of Finance, who shall serve at the pleasure of the Mayor and Council, to perform all of the duties of the Director of Finance at a salary to be determined by ordinance of Council until such office can be filled with a permanent appointment.    135.03 ASSISTANT DIRECTOR OF FINANCE.
   The Assistant Director of Finance shall perform duties prescribed by the Director of Finance from time to time and shall, in the absence or disability of the Director of Finance, perform the duties of such Director of Finance in all respects and with all powers. In the event that the office of Assistant Director of Finance is vacant, the Mayor, with confirmation by a majority of the members of Council, may appoint an Interim Assistant Director of Finance, who shall serve at the pleasure of the Mayor and Council, to perform all of the duties of the Assistant Director of Finance at a salary to be determined by ordinance of Council until such office can be filled with a permanent appointment.
