139.01 ESTABLISHED; COMPOSITION.

   There is hereby established in the Department of Finance of the City, a Division of Utility Billing consisting of the Finance Director, and such other positions as Council may authorize.

139.02 UTILITY BILLING DEFINITION.

   Utility billing is defined as the billing, assessment and /or collection of any of the following: water charges, readiness to serve charges, sanitary and storm sewer charges which include charges related to rain and storm events, charges for other related water and sewer services or installations, tap and other connection fees, shut off fees, penalties, late fees, collection costs, and attorney fees.
