135.09 DEFERMENT OF SPECIAL ASSESSMENT PAYMENT.
   Council shall consider applications for deferment of payment of special assessments upon compliance with the following rules and guidelines:
   (a)   Upon request, application forms shall be furnished by the Director of Finance to any interested property owner.
   (b)   A completed application form shall be filed with the Director of Finance no later than the fifteenth day following the passage of an assessment ordinance.
   (c)   A copy or copies of the property owner(s) most recent Federal income tax return, if any, and other pertinent information shall be attached to such application.
   (d)   Council shall take into consideration factors which bear upon the question of financial hardship. Normally, however, an application will not be granted unless the total annual gross income of the owner(s) (beneficial or otherwise) of the property is ten thousand dollars ($10,000) or less. "Annual income" includes all sources including interest, Social Security, pensions, etc.
