In addition to the deposit required in Section 135.07, the owners of benefited property shall, prior to the passage of legislation vacating any street, alley or public way, pay the following:
(a) A fee as provided by ordinance of Council for each square foot of the property vacated;
(b) The cost of restoring or removing paving, curbing or sidewalks, and of any grading required as estimated by the Director of Public Service; and
(c) The proportionate cost or expense paid by the City in connection with any public improvement where the property vacated includes a street intersection.
