   143.01 ESTABLISHED; COMPOSITION.
   There is hereby established a Department of Public Safety which shall consist of a Director of Public Safety and such officers, divisions, commissioners, superintendents and employees as may be determined and prescribed by Council.
   143.02 DIRECTOR OF PUBLIC SAFETY DUTIES AND POWERS.
   (a)   Until otherwise directed or authorized by Council, the Director of Public Safety shall have charge and exercise supervision and control of:
      (1)   The Police and Fire Divisions of the City;
      (2)   Any charity or correctional institutions or facilities within or operated by the City; and
      (3)   The issuance of building permits, the making of inspections and such other duties, responsibilities or authority granted to or impose by law or ordinance upon the Building Official.
   (b)   With the consent and approval of Council, the Director may prescribe and enforce rules and regulations for the conduct of the Department, the employees thereof, the distribution and performance of the business of the City in his charge, supervision and control, and for the custody and preservation of the books, records and property under his jurisdiction.
   (c)   Until otherwise authorized or directed by Council, the Director shall perform such other duties and exercise such further powers as are prescribed by or vested in Directors of Public Safety of cities by the laws of Ohio.
   (d)   The Director shall attend all meetings of Council and make such studies, investigations and reports as from time to time may be requested by the Mayor or Council.

   143.03 DEPARTMENT SECRETARY.
   There is hereby created in the unclassified service of the City, the position of secretary to the Department of Public Safety. Such secretary shall be responsible for all Department and Mayoral administrative and secretarial duties; shall prepare and type correspondence, documents and reports; shall perform scheduling, filing and record-keeping duties; shall receive and dispense information to the general public; shall answer and screen telephone calls and visitors; and shall perform such other duties and assume such other responsibilities as shall be designated by the Director of Public Safety.
