   145.01 ESTABLISHED; COMPOSITION.
   There is hereby established in the Department of Public Safety, the Division of Police, consisting of a Chief and such officers and employees as may from time to time be authorized by Council or designated or assigned to duty in or with such Division by the Director of Public Safety.
   145.02 DUTIES AND FUNCTIONS.
   The Division of Police under the direction of the Director of Public Safety shall preserve the peace, protect persons and property, obey and enforce all ordinances of Council and all criminal laws of the State and the United States and perform such other duties, not inconsistent herewith, as Council by ordinance may prescribe or as directed by the Director.
