Petitions or applications for:
(a) Vacation of any street, alley or public way;
(b) A change of zoning classification, special use exception, planned unit development or modification thereof;
(c) Settlement of boundary lines between private and municipal property; or
(d) The grant of a franchise, license or privilege in or over a public street, alley, way or ground, for purposes other than travel thereon,
