§ 115.267 USE OF TAXICAB STANDS.
   (A)   Taxicab stands shall be used on a first-come first-served basis.
   (B)   The taxicab driver shall pull into the stand from the rear and shall advance forward as taxicabs leave.
   (C)   Taxicab drivers shall stay within five feet of their taxicabs and shall not solicit passengers, perform vehicle maintenance, or engage in loud or boisterous talk while at a taxicab stand. However, taxicab drivers may leave their taxicab for no longer than five minutes to attend to personal business per trip while at the taxicab stand.
   (D)   Nothing in this subchapter shall be construed to prevent a passenger from boarding the taxicab of their choice that is parked at a taxicab stand.

§ 115.268 HOTEL/MOTEL SERVICE.
   (A)   No doorperson, bell person, concierge or hotel/motel employee shall solicit or accept payment from any driver of a vehicle for hire for securing passengers for that driver or any other.
   (B)   Drivers regulated by this code shall not offer or give payment for securing or the prospect of securing any fare or trip.
   (C)   Every doorperson, bell person, concierge or hotel/motel employee and driver regulated by this code shall display a professional demeanor in the presence of passengers.

§ 115.269 TEMPORARY RULES AND REGULATIONS.
   The Director may, as necessity arises, by regulation on a temporary basis promulgate rules and regulations for the orderly regulation of other forms of public conveyance such as pedi-shaws, water taxicabs, etc. Such temporary rules and regulations shall be submitted to the Metro Council for their consideration within 90 days of inception. If there has been no action or specific disapproval by the Metro Council within 90 days of the Council's receipt of them, said rules and regulations shall be considered as having been approved by the Metro Council.

§ 115.270 GROUND TRANSPORTATION ADVISORY COMMITTEE.
   The Ground Transportation Committee shall be comprised of one representative appointed by each of the following organizations: Louisville Convention and Visitors Bureau, The Greater Louisville Motel/Hotel Association, The Louisville International Airport, Metro Council, Louisville Metro Police Department, Louisville Metro Development Authority, and the Department. In addition, the membership shall include a representative appointed by the owner and a driver elected by his or her peers of a taxicab carrier with 50 or more vehicles for hire and of a carrier with 49 or less vehicles for hire, and when appropriate as determined by the Committee, one representative from each of the following ground transportation services: limousine, charter bus, disabled persons vehicle and airport shuttle and will be appointed by the owner of the carrier in each respective category, which has the most vehicles for hire within such category.

RECREATIONAL VEHICLE COMMUNITIES
§ 115.290 DEFINITIONS.
   For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   DEPARTMENT. The Louisville Metro Department of Public Health and Wellness.
   HOLDING FACILITY. A tank or series of tanks sized to hold a minimum of seven days waste flow and serviced in accordance with KRS 211.970 through 211.990. Any location using a HOLDING FACILITY must keep on file at the location a copy of a contract with a licensed septic tank cleaning company and must also provide a copy of the contract with a permit application.
   LOUISVILLE. The location within the geographic boundaries of the Louisville/Jefferson County Metro Government.
   RECREATIONAL VEHICLE COMMUNITY. Any site, lot, field, or tract of ground on which two or more trailer coaches are harbored, and shall include any building, structure, tent, vehicle, or enclosure used or intended for use as a part of the equipment of such a community.
   TRAILER COACH. Any vehicle or similar portable structure used, or so constructed as to permit its being used as a conveyance on the public streets or highways, and designed to permit occupancy thereof as a dwelling or sleeping place for one or more persons, including campers or vacation trailers, or for the conduct of any business or profession, occupation, or trade, having no other foundation than wheels or jacks.

§ 115.291 PARKING OUTSIDE A RECREATIONAL VEHICLE COMMUNITY; PERMIT AND FEE.
   (A)   No trailer coach shall be parked, used, or occupied on any tract of ground within Louisville Metro, except as provided in this subchapter.
   (B)   No person shall park, use, or occupy any trailer coach on the premises of any occupied or unoccupied dwelling unless the same complies with the requirements of the Land Development Code, and if in compliance with the Land Development Code, only for a period not to exceed seven days on the premises of any occupied dwelling, or up to 24 hours on any lot of any unoccupied dwelling or undeveloped lot.
   (C)   A permit for a trailer used for business purposes shall be obtained by the owner, his or her legal agent, or the lessee of the property for the location outside of a recreational vehicle community from the Department. The permit when issued shall be for a period of 90 days, and at a fee of $50. The trailer occupant may procure the permit on the written consent of the property owner, his or her legal agent, or lessee.
   (D)   Application for the permit shall contain the legal mailing address of the dwelling; the name of the occupant of the dwelling and his or her permission to locate; a statement of the location and availability of sanitary facilities; and a statement that all waste water from trailer coaches shall be emptied into a proper sewer connected fixture. The application shall also contain a statement from the zoning officer of Metro Government verifying that the proposed location on the application meets zoning requirements.
   (E)   Application for a permit to locate on a vacant lot shall contain the legal mailing address, with the name and approximate distance from the nearest intersection; a statement that all waste water from the trailer shall be emptied into a proper sewer connected fixture; and a statement as to location and availability of sanitary facilities. The application shall also contain a statement from the zoning officer of Metro Government as to the acceptance of the location with regards to the zoning code.
   (F)   When sanitary sewer service is not available, the applicant must:
      (1)   Document an approved source of potable water and sufficient storage capacity;
      (2)   Maintain a holding facility;
      (3)   Have a contract with a septic hauler permitted by the state; and
      (4)   Provide proof of the hauling of septic waste upon request.
   (G)   Permits may be renewed for an additional 90 days with payment of the permit fee and supporting documentation as noted above. Additional renewal periods beyond 180 days, must be requested in writing and approved by the Director or a designee of the Director.
