   On November 8, 1960, the city first adopted a Home Rule Charter pursuant to § 36, Article IV, of the Constitution of the State of Minnesota. Thereafter, on the dates stated below, it adopted amendments thereto relating to the subject, or amending the section, listed below, viz:
