No councilmember, including the mayor, can be appointed city manager or hold any other paid office or be employed by the city before the expiration of one year after the member’s term, if the office or employment was created or emoluments increased by the council during the member’s term. “City” includes, but is not limited to, the Housing and Redevelopment Authority, the Bloomington Port Authority, and any other entity to which the city appoints members, establishes policy, or finances the activities.
