Only the council can grant franchises. Any ordinance granting a franchise must contain all the terms and conditions of the franchise. Franchises must be adopted in the manner prescribed by Chapter 3 of the charter, except that no franchise can be granted by emergency ordinance. The council must hold a public hearing before granting any franchise. The city must publish notice of the public hearing at least once in the city’s official newspaper at least ten days before the hearing date.
