§ 3.04 ORDINANCES, RESOLUTIONS AND MOTIONS.
   All legislation must be by ordinance, unless otherwise stated in this charter. The votes on ordinances, resolutions, and motions must be recorded unless the vote is unanimous, in which case the vote must be recorded as being unanimous. An affirmative vote of a majority of all councilmembers is required for the passage of ordinances and resolutions, unless otherwise provided by this charter.
