The council can provide by ordinance that the cost of sprinkling, snow or rubbish removal, or of any other service to streets, sidewalks, or other public property, or the cost of any service the city undertakes to other property, can be assessed against the property benefited, and amounts associated will be collected in the same way as special assessments.
