Upon the city manager’s recommendation or upon its own, the council can fix rates, fares and prices for municipal utilities but rates, fares and prices must be just and reasonable. The council can prescribe the time and manner of payments for all services. It can make other regulations as are necessary, and prescribe penalties for violation of regulations.
