Every person applying for examination for any position, the duties of which require a certificate or licenses of any agency operating under the authority of any ordinance of the City, the State or the United States, shall present to the Commission at the time of application, his certificate or license or a certified copy thereof.
The time and place of examinations shall be determined by the Commission. Examinations will be scheduled and eligible lists established as expeditiously as possible by the Commission upon notification of a vacancy or allocation of a new position. It is the intent of the Commission that examinations are to be administered on the dates scheduled.
The Commission may postpone or cancel any examination because of an inadequate number of applicants or for any other just and sufficient cause. The qualifications for admission to a postponed examination may be altered at the discretion of the Commission so as to secure an adequate number of applicants, however, these alterations shall be adequately publicized. Proper notice shall be given to all applicants when an examination is postponed or cancelled and such additional announcements, reannouncements and publications as needed shall be issued to notify the public.
Each part of an examination shall be separately rated. The final score for the total examination shall be rated on a scale from 100 to 70, with 70 being the required minimum rating. Where qualifying tests are given they shall be rated separately and only those who attain a qualifying score shall be permitted to enter the remaining parts of the examination.
In all competitive recruitment examinations, if two or more candidates receive the same grade, their order of placement on the eligible list shall be determined by random selection.
In all competitive promotional examinations, if two or more candidates receive the same grade, order of placement on the eligible list shall be determined by total continuous service. For Police and Fire promotional examinations this shall mean continuous service in the Police or Fire Divisions, not continuous City service. If the tie still remains, the position of the candidates on the certification from which their original appointments were made shall determine the order in which the names shall be placed on the eligible list. In Police and Fire this shall be the certifications for original appointment to the Police or Fire Divisions.
One (1) point for each of the first five (5) years of continuous service for a maximum of five (5) points shall be added to the passing scores of City of Toledo, Board of Health and Board of Education employees taking a Civil Service promotional competitive examination. Equivalent credit shall also be applied to the passing score received by City of Toledo, Board of Health and Board of Education employees participating in recruitment examinations for their respective employers. Employees participating in recruitment and promotional examinations for the uniform service of the Fire and Police Divisions will not be awarded seniority points or credit.
