The firefighter selection process will be administered in accordance with the Uniform Guideline on Employee Selection Procedures (1978), 29 CFR Part 1607 and will entail:
A. A minority recruitment drive and orientation to the written competitive recruitment examination.
B. A written job-validated competitive recruitment examination developed in accordance with standard psychometric principles.
C. A background investigation and assessment.
D. A structured oral interview, if necessary.
E. A medical examination.
F. A physical ability examination.
G. Completion of the Fire Training Academy.
The review and appeals processes for applicants will remain as part of the selection process and the City will not utilize the "Rule of Three" or a strict rank-ordering based on scores achieved on a written competitive examination to certify an appointment from the Fire Recruit Eligibility List.
In accordance with the Uniform Guidelines on Employee Selection Procedures (1978), 29 CFR Part 1607, the City of Toledo Fire Fighter selection process will exist as described above, unless an alternative process that is demonstrated to have less adverse impact upon minorities and validity equal to or greater than the current selection process is identified.
The police officer selection process will be administered in accordance with the Uniform Guideline on Employee Selection Procedures (1978), 29 CFR Part 1607 and will entail:
A. A minority recruitment drive and orientation to the written competitive recruitment examination.
B. A written job-validated competitive recruitment examination developed in accordance with standard psychometric principles.
C. A background investigation and assessment.
D. A structured oral interview, if necessary.
E. A medical examination.
F. A physical ability examination.
G. A psychological examination.
H. Completion of the Police Training Academy.
I. Full-time Peace Officers with arrest powers, certified in any state within the United States, with now break in service for two (2) years at the time of application, may apply for a lateral appointment without taking the civil service examination outlined in Rule 50.00, Section 50.21. Such candidates laid off within two (2) years from the date of application or placed in a part-time or reserve position after having worked in a full-time position for two (2) consecutive years within two (2) years from the date of application, may still apply for a lateral appointment, provided the candidate holds an active peace officer certification. Lateral candidates must meet the criteria outlined in Section 50.21 C - H. Individuals that possess an Ohio Peace Officer Training Academy (OPOTA) certification, are not required to complete a physical ability examination (Letter F of the selection process). Lateral candidates must be approved by the Toledo Civil Service Commission. Once approved by the Commission, lateral candidates are placed on the eligibility list and eligible for selection by the Police Chief.
J. OPOTC graduate applicants that have completed and received a Letter of Completion OR Certificate of Completion from the Ohio Peace Officer Training Commission (OPOTC) within one (1) year from the date of application OR have completed and received a Letter of Completion OR Certificate of Completion from the Ohio Peace Officer Training Commission (OPOTC) within two (2) years from the date of application and completed the Peace Office Refresher Training course, may apply for appointment without taking the civil service examination outlined in Rule 50.00, Section 50.21.OR OPOTC graduate applicants that have completed and received a Letter of Completion or Certificate of Completion from the Ohio Peace Officer Training Commission (OPOTC) within two (2) years from the date of application and have completed the continuing professional training (CPT) required by OPOTA from the preceding year. OPOTC graduate candidates must still meet the criteria outlined in Section 50.21 C, D, E, F, G, and H but are not required to complete a physical ability examination (Section 50.21, Paragraph F above). All OPOTC graduate candidates must be approved by the Toledo Civil Service Commission. Once approved by the Commission, OPOTC graduate candidates are placed on the eligibility list and eligible for selection by the Police Chief.

A. Firefighter or Firefighter/Paramedic:
For purposes of ensuring appointment and employment based on merit, efficiency, moral character and industry, an individual receiving a passing grade on a competitive recruitment examination for employment as a firefighter or firefighter/paramedic shall be awarded preference points to their raw score for having obtained and maintained an active certification, prior to the examination, certifications in accordance with the following schedule:
EMT-B Certification - three (3) numerical points;
EMT-A Certification - four (4) numerical points;
EMT-P (Paramedic) Certification - five (5) numerical points.
Nothing contained herein shall be construed as excepting any applicant from the necessity of fulfilling all job-related require ments specified by the Commission for points in the competitive class.
B. Police Officer:
For purposes of ensuring appointment and employment based on merit, efficiency, moral character and industry, an individual receiving a passing grade on a competitive recruitment examina tion for employment as a Police Officer shall be awarded preference points to their raw score for having obtained, prior to the examination, certifications in accordance with the following schedule:
EMT-B Certification - three (3) numerical points;
EMT-A Certification - four (4) numerical points;
EMT-P (Paramedic) Certification - five (5) numerical points.
Nothing contained herein shall be construed as excepting any applicant from the necessity of fulfilling all job-related requirements specified by the Commission for positions in the competitive class.

For purposes of ensuring appointment and employment based on merit, efficiency, moral character and industry, an individual receiving a passing grade on a competitive recruitment examination for employment as a Police Officer shall be awarded preference points to their raw score for having obtained, at the final closing date for the Civil Service examination, certifications in accordance with the following schedule:
Completion and passage of a Peace Officer Basic Training Academy that has been approved by the Ohio Peace Officer Training Commission (OPOTC) within two (2) years of the final closing date for the Civil Service examination, or
An active OPOTC certificate and current employment in a law enforcement agency within the State of Ohio.

The Commission shall maintain or will establish within a reasonable period of time, a list of eligibles in each class in the classified service for which examinations are given. Each list shall remain in force for six (6) months from the date of its promulgation unless a new examination is held sooner, or unless the list is extended by the Commission. Such extensions, if made, shall be entered in the minutes of the Commission.
