SECTION 50.21 Police Officer Selection - Procedure
   The police officer selection process will be administered in accordance with the Uniform Guideline on Employee Selection Procedures (1978), 29 CFR Part 1607 and will entail:
   A. A minority recruitment drive and orientation to the written competitive recruitment examination.
   B. A written job-validated competitive recruitment examination developed in accordance with standard psychometric principles.
   C. A background investigation and assessment.
   D. A structured oral interview, if necessary.
   E. A medical examination.
   F. A physical ability examination.
   G. A psychological examination.
   H. Completion of the Police Training Academy.
   I. Full-time Peace Officers with arrest powers, certified in any state within the United States, with now break in service for two (2) years at the time of application, may apply for a lateral appointment without taking the civil service examination outlined in Rule 50.00, Section 50.21. Such candidates laid off within two (2) years from the date of application or placed in a part-time or reserve position after having worked in a full-time position for two (2) consecutive years within two (2) years from the date of application, may still apply for a lateral appointment, provided the candidate holds an active peace officer certification. Lateral candidates must meet the criteria outlined in Section 50.21 C - H. Individuals that possess an Ohio Peace Officer Training Academy (OPOTA) certification, are not required to complete a physical ability examination (Letter F of the selection process). Lateral candidates must be approved by the Toledo Civil Service Commission. Once approved by the Commission, lateral candidates are placed on the eligibility list and eligible for selection by the Police Chief.
   The review and appeals processes for applicants will remain as part of the selection process and the City will not utilize the "Rule of Three" or a strict rank-ordering based on scores achieved on a written competitive examination to certify an appointment from the Police Recruit Eligibility List.
   In accordance with the Uniform Guidelines on Employee Selection Procedures (1978), 29 CFR Part 1607, the City of Toledo Police Officer selection will exist as described above, unless an alternative process that is demonstrated to have less adverse impact upon minorities and validity equal to or greater than the current selection process is identified.
