Each year, upon receipt by Council of the proposed five-year capital improvements budget, as required by the Charter, Council shall present the aforesaid budget proposal to the Plan Commission for review.
Within thirty days of its receipt of the proposed five-year capital improvements budget from Council, the Plan Commission shall submit to Council a written report of its findings regarding the impact of the aforesaid budget proposal, if any, on the Master Plan for the Toledo Urban Area.
