Every person, firm or corporation desiring to have his premises connected with any of the city utilities, water, electric, sewer or trash collection, shall make application to the city clerk, shall sign a contract therefor upon a printed form to be furnished for that purpose, and shall pay to the clerk the regular fees and deposits for installation of the service. The clerk shall issue a permit authorizing any regular plumber or electrician to make the proper connections for water, sewer or electric service. (2000 Code § 17-101)
