A. No owner or occupant of any lot or piece of ground shall allow or permit any refuse matter, animal or vegetable, or water, or any putrid or unwholesome substance to accumulate thereon, causing an offensive odor, or suffer or permit any cellar, stable, henhouse, dog kennel, or any place where any animals are kept, or any toilet or privy vault, to become in such a condition as to emit offensive odors or be injurious or dangerous to the health of the neighborhood.
B. Any condition described in subsection A of this section is declared to be a nuisance and may be abated. (2000 Code § 8-101)
