Evidence of the violation of section 17-111 of this chapter from information by a meter reader or other qualified employees of the city, duly supported by affidavit or photograph, shall be deemed prima facie evidence of the intent on the part of the person or persons responsible for a residential/commercial utility account to violate the provisions of section 17-111 of this chapter.
