Any person, whether as owner, plumber, electrician, servant, agent or employee, who shall make any connection to the water, sewer or electric system without first having secured a permit as provided herein, shall be deemed guilty of an offense and, upon conviction thereof, shall be fined as provided in section 1-108 of this code.
