The superintendent of the department in charge, or his authorized representative, is hereby directed to discontinue service to any person, firm or corporation, found guilty of violation of section 17-111 of this chapter. Service shall not be resumed until the estimated cost of the service that was used and diverted shall have been paid in full. (2000 Code § 17-113)
