There is hereby created in the classified service of the City, the position of Lieutenant of Police. Such Lieutenant shall be well qualified to do and perform the duties of supervising the Division of Police during the absence of the Chief of Police, and shall perform such other duties and assume such responsibilities as shall be designated or assigned by his superiors.
