Whenever any permit for a tap to the municipal water main is issued under this chapter, only a qualified water main contractor, plumber or designated agent of the Division of Water and Sewer shall tap the water main of the system. Where such tap is made, the work shall be approved by the inspecting official designated by the municipality before it is covered.
