Water shall be supplied for each lot as required for the district, as follows:
(a) When a subdivision is located in a district requiring a public water supply and a public main is reasonably accessible, a water system shall be provided for domestic use and fire protection and a connection for each lot shall be made upon application for a building permit.
(b) When a subdivision is located in a district requiring a public water supply and a public main is not available, the Planning Commission may permit the installation of a community water supply, complying with municipality or county standards, for domestic use and fire protection and a connection for each lot shall be made upon application for a building permit.
(c) When a subdivision is located in a district permitting private wells, such facilities shall be provided for each lot.
(d) A public water system shall be designed and constructed in accordance with the standards of the municipality or county. A community water system or private wells shall be designed and constructed in accordance with the standards of the County Board of Health.
