§ 1042.18 BILLING; RATES AND CHARGES.
   (a)   Commencing on August 1, 1993, billing statements for water charges shall be sent to each user (customer) by the municipality on a monthly basis, and such billing statements shall advise each such user (customer) that the monthly water charges reflected in such billing statement shall be paid within 15 days of the billing date appearing on such billing statement in order to avoid a penalty amounting to 10% of the total amount billed, which penalty shall be plainly noted on each such monthly billing statement, and in order to avoid the termination of water service pursuant to the provisions of this chapter.
   (b)   (1)   The rates charged to users (customers) of the municipal water system, inside or outside of the municipality, shall be based on monthly water usage metered or measured or a figure determined by any combination of the foregoing, such figure to be determined from time to time by Council.
      (2)   Minimum monthly charges determined by Council shall be billed and paid even if there is no monthly usage so long as the subject user’s (customer’s) water service account remains open.
   (c)   Water sold for swimming pool or any other bulk use which is hauled by truck shall be billed at rates to be determined from time to time by Council.
