(a) No person shall lay, alter or disturb any house system or water line connecting with any public water line belonging to the municipality without first obtaining a permit therefor from the Division of Water and Sewer.
(b) Any person constructing or using a private water line connecting with, or drawing from, any public water main belonging to the municipality shall construct and use the same strictly in conformity with the specifications, orders and directions of the inspecting official designated by the municipality and in accordance with the ordinances of the municipality.
