(a) Whenever it is necessary for the municipality to furnish water meters to a builder or contractor, such builder or contractor shall make a deposit of fifty dollars ($50.00) for each meter installed to ensure the safe return of such meter. The rental charge for each meter is one dollar ($1.00) for the first day and ten cents ($0.10) per day thereafter until the meter is returned to the municipality in good condition. Upon the return of the meter, if the condition thereof is not impaired, the contractor shall be refunded the deposit fee less any accrued charges for rental and water consumption.
(b) All such meters in service shall be read every 30 days and the billing therefor immediately.
