§ 1042.10  INSTALLATION AND EXTENSION REQUIREMENTS; INSPECTIONS.
   (a)   The sizes, types and kinds of fittings, couplings, pipes, unions, tees, gate valves and other appurtenances used in water main extensions shall conform to the  specifications approved by the Manager.
   (b)   Unless otherwise authorized in writing by the Planning Commission, water mains in east and west streets or alleys shall be located in the north side of the right-of-way and, in north and south streets or alleys, on the west side of the right-of-way.
   (c)   The ground shall be excavated in open trenches or in tunnels, if specified by the Manager, to a depth necessary to secure five feet of cover. The bottom of  the trench shall not be less than five feet below the existing ground level in the street, unless otherwise authorized by the Manager.
   (d)   No person shall make open cuts on any street for the installation of lines, unless authorized by the Manager. If such authorization is not given, the line shall be tunneled under the street as specified in division (c) hereof.
   (e)   All lines and fittings shall be inspected under the direction of the Manager. After all lines have been laid and fittings tightened, a test of the lines at 100 pounds pressure shall be made, with full inspection for defects and leaks. Any defects shall be corrected by the installer and another test of the lines shall be made.
   (f)   After the final test and inspection of the lines have been made and such lines are found to comply with the requirements set forth by the Mayor and Council, the installer shall backfill the trenches and other openings for the mains or lines and shall leave the ground surface in the same condition as it was before such installation.
