Any person wishing to make a connection with a municipal water main shall file a notice of intent to do so at the office of the Manager at least 24 hours, exclusive of Sundays and holidays, before such connection is made. Each such connection shall be left uncovered until it has been inspected and approved by the inspecting official designated by the municipality.
