(a) No person shall open any hydrant or standpipe to draw water therefrom or in any manner or form tamper with, or place obstructions in, such hydrant or standpipe. The use of hydrants or standpipes is restricted to members of the Fire Department, in the discharge of their duties as firefighters, or to those persons authorized by the Division of Water and Sewer.
(b) No person shall in any manner obstruct access to a hydrant, standpipe, valve or any public faucet that permits drawing of the water, in any street, alley or easement, which obstruction will in any manner hinder or delay the members of the Fire Department in reaching such appurtenances.
(c) The Division of Water and Sewer is responsible for the maintenance of fire hydrants. All hydrants shall be tested by the Division twice a year and kept in good working order. Minor repairs or adjustments must be made at the time of testing. All major repairs must be reported, in writing, to the Manager.
(d) The Street Division shall keep hydrants clear of weeds such that the hydrants will be visible from the street.
(e) The Division of Water and Sewer is responsible for the painting of hydrants as the need arises. Such painting shall be done in accordance with the hydrant identification code established by the Fire Department.
