CODES APPEAL BOARD
(A) There is hereby established for the city a board to be called the “Codes Appeal Board”, consisting of five members who are qualified by experience and training to pass upon matters pertaining to building construction, plumbing and electrical installation, and matters pertaining generally to housing hygiene. Members of the Board shall be nominated by the Mayor and each nomination shall be approved or rejected by the Common Council. Members shall serve for a term of five years and until their successors are appointed and qualified. Any vacancy occurring in the membership of the Board shall be filled for the unexpired term in the same manner as original appointments are made.
(B) Prior to April 1 of each year, one member shall be appointed to take office on April 1 next succeeding his or her appointment.

(A) Meetings of the Codes Appeal Board shall be held at the call of the Chairperson and at such other times as the Board may determine. All hearings before the Board shall be open to the public. The Board shall keep minutes of its proceedings, showing the vote of each member upon every question, or if absent or failing to vote, indicating such facts, and shall also keep records of its examinations and other official action. Such minutes and such records shall be public records.
(B) Three members of the Codes Appeal Board shall constitute a quorum.

At its first meeting in April of each year, the Codes Appeal Board shall elect one of its members as Chairperson and shall designate a Secretary and such other officers as it may deem necessary. The Board shall make such rules and regulations as may be necessary for the transaction of its business.
