   870.30   INSPECTION OF TAXICABS.
   The Police Department shall, from time to time as it deems necessary or convenient, cause to be made an inspection of all licensed taxicabs. If any taxicab is found unsafe or unfit for the transportation of public passengers, or in an unclean or unsanitary condition, notice shall be given to the holder of the taxicab operator's license therefor, and no person shall operate such taxicab in service until the same has been put in a safe and fit condition and reinspected and approved for use in service.

   870.31   ROOF LIGHTS.
   All vehicles used as taxicabs in the City shall display white roof lights with the insignia "Taxi" inscribed on the same in black, designating such vehicle as a taxicab.

   870.32   REVOCATION OF TAXICAB OPERATOR'S LICENSE.
   (a)   Whenever the Mayor deems it conducive to the public peace, health, safety, convenience and general welfare, and after notice and hearing as set forth in this chapter for the granting of an application for a taxicab operator's license, the Mayor may revoke any taxicab operator's license granted, or modify or alter the same.
   (b)   Any taxicab operator aggrieved by a finding of the Mayor may appeal to Council in writing within ten days of such finding.
